Lake air is salty enough to turn galvanized bolts into brittle rust in three or four seasons. What looked fine in October may not survive a freeze.

We use stainless steel for cleats and snap hardware, hot-dipped galvanized for structural bolts. Not the zinc-plated stuff from the hardware store.

Sometimes. If the threads are good and the hole is not stripped, we clean and re-secure. If it is spinning freely, we are replacing.
